Ground-breaking set for parkway

The Virginia Department of Transportation and local elected officials will hold a ground-breaking ceremony for the final segment of the Fairfax County Parkway Oct. 31 at 10 a.m. The parkway now will go through the Army's Engineer Proving Ground in Springfield, which will house thousands of defense department workers starting in 2011.
